I would go with the lesser known school because of the finacial situation of my family. As long as it is a school in the US that is giving me the scholarship, I don't have any reservations because I hold the US educational system in high regard.

With regards to your question, I would definitely go for the less known college simply because of financial stability and at the end of the day I believe my personal capabilities would pave way for me in the employment market, regardless of which college I graduated from.

In most cases, yes you have to give either TOEFL or IELTS. In some cases, universities are able to provide a waiver, but you will have to individually request them via email

you cannot turn it down, it's a legally binding offer. There are very strict rules, of course students have the reason of not being able to afford but this could lead to being black listed from all US colleges

In some cases yes, especially for the Masters with thesis route and PhD is fully covered whereas M.Eng will not be covered!
