if you use tweyen warpath sigil, the Charged normal attack is absolutely worth doing since all charged atk have a chance to apply random debuff. overall i find charging the 1st shot is not worth it though, so most of the time when i'm safe i do 1st>2nd charged>3rd charged>heavy charged for most damage and to refill the gauge quickly..
