I think everyone is to blame here. Shinshou and Izuku are to blame for making such a prank, because pranks about cheating are unfunny and can destroy a person's trust. You can't prank your loved ones like that. Baku and Todo are to blame for hurting Izuku, even though Todo tried to stop Baku. Baku shouldn't have snapped, but Izuku should have guessed that he would have such a reaction, knowing his character. And Shinshou is also guilty in front of his boyfriend, he actually emotionally cheated on him with Izuku, and also spoke rudely to him. So everyone is to blame and it is not necessary to protect only Izuka, allegedly he is innocent.
