The 'stopping' you say is kind of hypothetical. As Sir said, the particle does not stop at point f. It continues to move with negligible velocity. But, to satisfy the conditions and get a proper answer, it is assumed that the particle *almost* stops. Try doing the problem without assuming the velocity 0 at point f, you won't come to a conclusion as kinetic energy at point f is unknown. Moreover, Sir mentioned that the velocity is not 0, it's 0+, which means it is slightly greater than 0. But, in order to solve the problem, we must assume the velocity is 0. Hope it helped!
