Not a neet student but I think you should make a long notes where all the imp concepts are written there (make sure only imp concepts like you said no need to add non-imp things into it) Then for short notes you should make them while watching lectures in a sheet, fold it into four parts and start writing shortly crisp notes!

Aap jaha se bhi padhte ho ush teacher k proper notes banao .....then chapters complete krne k baad khud se ek shorts notes banao jisme aap un chizo lo likhna jise Aa yaad nhi rkh paate ho ....jaise structure of atom me itne sare formula h aur photoelectric effect se related graph h .......better h ki sare formula ek jgh likhna And don't try to copy a shorts notes of someone.....otherwise ye waste hi hoga Khud se banao best h
