Not a neet student but I think you should make a long notes where all the imp concepts are written there (make sure only imp concepts like you said no need to add non-imp things into it) Then for short notes you should make them while watching lectures in a sheet, fold it into four parts and start writing shortly crisp notes!

He is saying that he applied 1-4-7 rule He revised previous day lectures on the next day when a chapter was completed he revised the chapter on that day after that he revised it on the 4th day and again on the 7th day after that whenever he felt the need to revise he revised it at that time 👍🏻
